MINUTES OF THE PARISH COUNCIL MEETING
 HELD AT THE DANNY FLEAR COMMUNITY CENTRE ON 
Thursday 16th January 2025, at 7:30pm

(These minutes will be checked at the next meeting before the council amends/approves them as a correct record)

PRESENT
Councillors: Cllr Nigel Marshall (Chair), Cllr Bridgett Posey, Cllr Peter Bedford, Cllr Roy Pearson, Cllr Amy Marshall, Cllr Judith Godwin, Cllr Shaun Pearson, Cllr Simon Pearson and The Clerk Val Austin.
Also Present:
Lincolnshire County Councillor: Paul Skinner 

The meeting was called to order at 19:30pm 

1.    Chairman to open the meeting: Hello & Welcome to you all.

2.    Apologises:  To receive and accept apologises where a valid reason for the absence has been given to the clerk prior to the meeting.
•    Cllr Tony Wheeler – No apologises received. 

3.    Public Forum: No members of the public were present 

4.    Police Matters: Stats and incidents are available to view on the police website. Local Crime information website www.streetcheck.co.uk.

5.    Minutes: To approve the minutes of the Parish Council meeting held on the 19th December 2024. To resolve as a correct record and to authorise the Chairman to sign the official minutes
•    All councillors resolved for the chairman Cllr Nigel Marshall to sign the minutes.

6.    Declarations of interest (if any): To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests
•    No declarations received

7.    Planning update: Town and Country Planning Act 1990 - To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by Boston Borough Council. – No Planning applications received.
8.   Updates / Discuss and resolve the following items

8.1.    Highway & Roads – Update 
    Cllr Roy Pearson, reported Spittal Hill Road pot holes not repaired to a good finish.
    Cllr Bridgett Posey, reported to Fix My Street Church Road flooding and the street sign for Butterwick Road. Cllr Roy Pearson will have a look and see if he can repair this signage.
    Cllr Nigel Marshall, mentioned that Church End Road sign is smashed and has been reported but not yet repaired. 
    Cllr Paul Skinner will speak with the highways officer when they meet.

8.2    Churchyard – Nettles / Rubbish in Churchyard Grounds. – Update
Cllr Nigel Marshall, showed the councillors the quote received from T A Blackamore, which is a better than the previous quote. Including VAT £2592.00
All councillors resolved for the works to go ahead at the new price. 
Cllr Bridgett Posey, mentioned to see how it goes for a year and to check back.
Cllr Simon Pearson, mentioned the general waste bins, will be putting slabs down to store the bins.
Cllr Roy Pearson spoke to the warden of the church, as the bins are stored outside the gates of the church and is encouraging fly tipping from residents. The bins need to be behind the gates on both sides. 
Cllr Shaun Pearson mentioned having a sign on the bins to state Church use only
Cllr Roy Pearson has offered his help with moving the bins. 

    8.3    Meeting Dates for Richard Tice MP
After discussions the Councillors decided on Friday 24th January – 6pm
The Clerk to arrange with the MP’s office.


        
9.    Finance:

9.1        Bank Account: Statement of accounts as at 16th January 2025
•    Treasurers Account Balance - £5,326.99
•    Business Bank Instant Balance - £18,179.78
•    Fixed Term deposit account - £40,000.00 – Mature date July 2025
9.2    To approve the accounts for payments
•    Payments due January 2025 - £935.34
•    Payments made in between meetings - £415.65
•    Receipts received January 2025 - £46.07
9.3    To Note: Interest Account Fixed Rate: New 6-month interest set up maturing July 2025.

10.    Date of next parish council meeting: Thursday 20th February 2025 
•    Advance apologises, from Cllr Simon Pearson.

11.     Any other business to go forward to the February 20th 2025 Agenda / Note for information. 
Cllr Shaun Pearson mentioned the signs for the bus shelter
Cllr Nigel Marshall, thanked Cllr Peter Bedford and Cllr Dale Broughton for the reporting of the fly tipping, and also thanked Cllr Bridgett Posey for taking the minutes at the December 2024 meeting.

With no other business to go forward to the February 2025 meeting, the parish council meeting closed at 19.50pm
